Job Description

Location: District Office JOB GOAL: Chief Human Resources Officer provides strategic leadership for all human resources functions, including recruitment, employee performance and evaluations, benefits administration, and policy compliance. Ensures alignment of HR practices with District goals while fostering a culture of accountability, engagement, and continuous improvement. Oversees personnel records, job descriptions, and disciplinary processes, and advises leadership on compensation, staffing, and workforce planning. Leads and develops HR staff, monitors operational efficiency, and communicates effectively on matters affecting the District and its employees. QUALIFICATIONS: Valid Arizona Administrative Certificate Master's Degree or higher in educational administration, personnel administration or closely related area. Five (5) years of experience in school administrative or supervisory position, including experience in personnel management, supervision, and evaluation of teachers and staff. Ability to identify and resolve problems in a timely manner. Knowledge of database, Internet, spreadsheet, and word processing software. Ability to speak clearly and persuasively in positive or negative situations, respond well to questions, demonstrate group presentation skills, and participate in meetings. Must pass a background clearance. Must obtain an Arizona IVP Level One Fingerprint Clearance Card COMPENSATION: Per District Administrative Salary Schedule BENEFITS: As per District policy REPORTS TO : Chief Operating Officer EVALUATION: Initial evaluation to be completed no later than ninety (90) days after the first day of work; thereafter, annually by supervisor. HOURS: 40 hours per week and may require longer hours - Monday-Friday CLASSIFICATION: Exempt Plans, organizes, and implements the District's certificated and classified recruitment program. Works with employees and the public with regard to compliance to District policies, regulations, and procedures. Develops the process and format for teacher, principal and support staff evaluations. Plans, develops, manages and leads the employee benefit program. Directs recruitment functions (e.g. development of application, policies, procedures, training, supervisor orientations) for the purpose of ensuring that selection procedures comply with applicable federal and state regulation. Assists the Superintendent in effective salary and wage administration by collecting and analyzing comparative personnel data, including statistical and compensation surveys and reports. Provides counseling and mediation, as needed, to employees to resolve complaints and other matters regarding personnel management. Processes recommendations for the discipline and/or termination of employees, assembling substantiating information, and arranging and conducting, as needed, conferences and hearings. Maintains up-to-date District Policy and Procedure Manuals. Prepares a wide variety of written materials (e.g. reports, memos, letters, policies, district calendar, etc.) for the purpose of documenting activities, providing written reference and/or conveying information. Develops and maintains a system of personnel records for all school employees in order to provide a comprehensive, efficient, accurate and current record of all matters pertinent to employment, transfer, tenure, retirement, leaves, promotion, discipline, demotion, etc. Maintains an updated file of job descriptions and distributes them for announced job openings. Ensures proper adherence to District policy and procedures, and ensures proper adherence to applicable contract language that is in effect for the District. Assists with the monitoring and improvement office operations to ensure efficiency and accuracy. Supervises and evaluates assigned staff. Provides timely and effective communications regarding incidents and/or situations which might impact the District, employees, or schools.
