Job Summary

As part of the Public Education, Marketing and Creative Team, The Communications Coordinator supports and coordinates the planning, execution, and optimization of multi-channel communications and advertising campaigns in support of City programs, projects, and initiatives.

Major Responsibilities

  • Coordinates and executes communications strategies/media plans in support of programs, campaign objectives.
  • Researches and develops communication materials, including audience insights, media consumption habits, and environmental scans, to inform channel selection and targeting strategies.
  • Builds and maintains cooperative working relationships with divisional creative, marketing, and digital teams.

Campaign Execution

  • Coordinates and executes advertising campaigns, ensuring assets are delivered on time, on budget, and meet technical specifications, accessibility requirements, and City branding standards.
  • Coordinates campaign documentation in accordance with City procurement policies and procedures.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

Campaign Coordination & Implementation

  • Works with Communications Advisors and divisional partners to understand objectives, timelines, budgets, and operational requirements.
  • Coordinates timelines across creative, production, translation, and accessibility teams to ensure seamless delivery.
  • Prepares, formats and develops outgoing communications materials and documents according to communications standards, policies and protocols and accessibility standards (AODA)
  • Builds and maintains relationships with media vendors, platforms, and agency partners.
  • Reviews vendor proposals, evaluates added value opportunities, and stays informed of emerging media trends and products.
  • Attends confidential meetings to inform communications strategies and approaches dealing with sensitive, confidential labour relations matters.
  • Drafts communications/news releases for the City Manager's Office and/or the Senior Leadership Team on confidential topics such as labour disruption and planning, collective bargaining, new People & Equity programs, restructurings/transformations, budgets, service level changes, Mayoral priorities, etc.

Monitoring, Measurement & Reporting

  • Assists with the development of campaign evaluation tools and processes to determine effectiveness and supports continuous improvement of media planning and reporting processes.
  • Monitors campaign performance and pacing across channels for arising issues.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Tracks and analyzes performance metrics (e.g., reach, frequency, impressions, engagement, conversions) using analytics tools and vendor reporting.
  • Prepares post-buy reports and summaries for Manager’s review.

Project Coordination & Operational Support

  • Maintains accurate campaign records, schedules, budgets, and asset libraries.
  • Conducts research into assigned area including communications trends, tools, and best practices, ensuring research takes into account developments across the public sector.

Equity, Accessibility & Inclusive Practices

  • Applies an equity lens to ensure campaigns reach diverse audiences across languages, abilities, and access levels.
  • Monitors campaigns for arising issues and reputational risks to the City, including risks related to exclusion, underrepresentation, or inequitable reach and tracks and shared information with Manager.

Key Qualifications

  • Post‑secondary education in marketing, communications, media studies, advertising, or a related discipline, or an equivalent combination of education and experience.
  • Considerable experience in media planning and buying across digital, social, print, broadcast, and/or out‑of‑home channels.
  • Strong understanding and considerable experience with media metrics (e.g., CPM, CTR, GRPs, reach/frequency, impressions, conversions) and their application in campaign evaluation.
  • Considerable experience developing media plans, managing budgets, and negotiating with vendors.
  • Considerable experience in media research and buying platforms (e.g., comScore, Numeris, Vividata, Google Ads, Meta Ads Manager, DSPs, programmatic tools).
  • Considerable experience using analytics and reporting tools (e.g., Google Analytics, social media dashboards, vendor reports).
  • Strong organizational, project management, and coordination skills with the ability to manage multiple priorities and deadlines.
  • Excellent communication, interpersonal, and relationship management skills.
  • Demonstrated political acuity and understanding of public sector communications.
  • Experience applying equity, inclusion, and accessibility principles in communications.
  • Proficiency in standard office software and tools (e.g., Word, Excel, PowerPoint) and ability to produce clear documentation and reports.
