Fast growing regional wholesale bank in the ASEAN region. We are seeking to strengthen our FCC Team with below new role: -
Role PurposeThe Financial Crime Compliance FVP/SVP is responsible for establishing, leading, and maintaining a robust Financial Crime Compliance framework for the Singapore Branch, ensuring full adherence to MAS regulations and group standards.
The role holder has direct accountability for AML/CFT, sanctions compliance, fraud risk management, regulatory engagement, and related reporting.This role reports directly to the Head of Compliance, providing independent second-line oversight while partnering closely with business and operations.
Key Responsibilities
AML/CFT & Framework OwnershipDesign, implement, and maintain AML/CFT, sanctions, fraud, CDD/EDD, transaction monitoring, and name screening frameworks.Ensure the timely review, update, and maintenance of all financial crime compliance policies and procedures.Conduct gap analysis for new or updated regulations, MAS information papers, industry best practice guidance, and Group directives. Develop and execute remediation plans to ensure timely closure of identified gaps.Act as the approver for name screening escalations and transaction monitoring alerts.Ensure compliance with MAS Notices, Guidelines, and all relevant regulatory requirements.Lead financial crime risk assessments and contribute to the Enterprise-Wide Risk Assessment (EWRA).Assist the Head of Compliance in developing and implementing the annual AML compliance plan.
FCC Regulatory ResponsibilitiesApprove Suspicious Transaction Reports (STRs) and material escalations.Lead regulatory inspections, internal/external audits, and manage remediation programs.Prepare and submit regular MAS-related reporting and ensure timely reporting to Group/HQ on financial crime compliance matters.
Governance & Risk OversightLead financial crime governance forums and committees.Prepare and present comprehensive decks containing key metrics, Management Information Systems (MIS), risk dashboards, and thematic reviews for quarterly Financial Crime Committee and other senior management meetings.Record, finalize, and distribute minutes for governance meetings, ensuring clear tracking of action items and decisions.Provide independent challenge on high-risk clients, products, and transactions.Escalate material risks to senior management and the Board as required.
Trade Finance & Corporate Banking ControlsOversee Trade-Based Money Laundering (TBML) risks, sanctions screening, and correspondent banking risks.Strengthen controls related to vessel, route, and counterparty due diligence.
Team Leadership & CultureLead and develop the financial crime compliance team.Set KPIs, quality standards, and conduct performance reviews.Develop and deliver comprehensive financial crime compliance training programs. This includes:Regular mandatory training for all staff across the branch.Ad-hoc and targeted training sessions to address specific areas of weakness, such as:High-risk business lines and products.Emerging financial crime typologies, with a focus on Trade-Based Money Laundering (TBML).Lessons learned from internal audits, regulatory findings, or risk assessments.
Requirements
Required ExperienceA minimum degree qualification15 years of AML/CFT experience within corporate banking sector.Good exposure and knowledge of trade finance and corporate banking risks is a must.FCC Senior Consultants/Consulting Managers are welcome to apply. Strong exposure to name screening and transaction monitoring systems and approval processes.Strong knowledge of MAS regulations and guidelines.Proven experience in handling MAS reporting, regulatory inspections, and internal/external audits.Prior experience as MLRO/Deputy MLRO will be a plus.
Preferred ExperienceExperience in branch or international banking environments.Leadership in regulatory remediation programs.Experience in designing and delivering effective compliance training.Proven track record in maintaining compliance frameworks, conducting regulatory gap analyses, and managing policy update cycles.Experience in preparing board/committee-level presentations, developing meaningful compliance metrics/MIS, and formal minute-taking.
